Most developing countries are in the process of designing and developing the systems to monitoring, reporting and verifying (MRV) impacts of climate change actions. Measuring the progress and the impacts of NDCs is one of the key elements under the Paris Agreement.
AdvantGarde Group has already gained experience with designing MRV systems for both individual mitigation actions and corporate and domestic MRV systems.
We design integrated MRV systems in holistic manner in line with the existing UNFCCC Guidelines, covering both GHG emissions and indirect benefits of implemented mitigation actions as well as MRV for financial flows. We employ as much as possible the existing systems and process for data collection, reporting and verification, including procedures of quality control and quality assurance (QC/QA). This approach allows sectoral and individual MRV systems to be established in a cost efficient manner with utilizing already existing infrastructure.
Our comprehensive approaches and experience allow us to develop an integrated MRV system for NDCs based on SMART (Specific, Measurable, Achievable, Relevant and Timely) indicators using realistic target values for each indicator.
